Changes in weather and their impacts on various parts of the Earth have become one of the major priorities worldwide today, and they can seriously affect human life. Changes in precipitation levels and patterns, along with temperature increases, cause a series of changes that create various damages in different sectors. Given the numerous issues associated with this phenomenon, it is necessary to invest and make appropriate efforts towards understanding its effects, adaptation, and even reducing greenhouse gas emissions.
The United Nations Framework Convention on Climate Change (UNFCCC) was adopted in 1992 and became mandatory in 1994. It laid the foundation for the current system of reporting information related to the implementation of the convention. Reporting information on greenhouse gas emissions from sources and their removal by sinks, as well as actions taken by parties to reduce emissions and adapt to climate change in accordance with the convention, is key to the success of implementing the convention at both national and international levels.
Iran also joined this convention in 1996 after the approval of the government and the Islamic Consultative Assembly. On 8th Azar, 1394 (November 29th, 2015), the responsibilities of the executive bodies in the field of reducing greenhouse gas emissions were communicated by the First Vice President. The Council of Ministers mandated that all executive bodies are obliged to implement relevant measures in the National Participation Program for Reducing Greenhouse Gas Emissions within the approved budget allocations.
